Sector for Transport and Communications

Sector for Transport and Communications represents and promotes the interests of domestic transport companies engaged in international and inter-entity road and / or freight transport, international freight forwarding and information communication technologies. International transporters and inter-state passenger transporters, international freight forwarders, as well as companies in the field of ICT are organized into professional associations. The Sector’s mission is to provide timely information, advice and other expert assistance to all its members, initiate legislative changes and other activities within its scope.

The main task and objective is active work in order to create a more favorable business environment for the successful realization of their business activities.

The Sector has an active role within the framework of international organizations and associations (UNECE, IRU, IPRU, FIATA etc.) and takes part in the work of various committees and working groups. In addition, it is important to emphasize the multi-annual participation of Bosnia and Herzegovina delegations at the meetings of the joint commissions for road transport of passengers and goods, whereby bilateral negotiations deal with all outstanding operational issues in the field of international road transport between Bosnia and Herzegovina and some other states.

The Law on the Foreign Trade Chamber of Bosnia and Herzegovina and the decisions of the Chamber bodies define the main tasks and objectives of the Sector, ie work in order to develop and improve international transport and communication, or create a more favorable business environment for the successful realization of their business activities.

The tasks that are indispensable include the involvement of business members in the international market of transport and other services, integration processes through cooperation with the competent state bodies in the preparation of legal projects and other legal regulations of importance for business entities – members relevant to the regulation of relations and regulatory mechanisms in international transport and communications, cooperation with domestic and foreign international organizations and institutions in the process of integration and access of BiH operators to European and international transport and business flows, participation in the preparation and operation of mixed international commissions, expert groups and bodies in the field of transport, cooperation with competent bodies in the process harmonization, standardization, education and certification in the system of transport services, communications and funds in accordance with EU standards and requirements, more intensive participation in harmonization of requirements and needs in projects for improvement, planning and development of transport and complementary activities between each other and in accordance with the needs of production and other service activities, and monitoring of the achievements, improvement and development of the quality of transport and information communication services and innovations, promotion and affirmation of facilities, and the introduction of new technologies, integral and multimodal transport through application to domestic and EU projects.

The Sector through the Department for Transport and Communications Documents works on the organization, efficient and legitimate performance of the transferred public authorizations for harmonization of international and interentent bus routes, ie performing professional and administrative tasks for examining the compliance of the order of driving, providing expert assistance to the parties and compiling a detailed report on the proposal of the driving order that was examined.

The department cooperates with the competent authorities in the preparation of legislation relevant for the regulation of relations and regulatory mechanisms in international and inter-entity road transport, in projects for the improvement, planning and development of transport and complementary activities, and providing information and information services to members of road transport operators passengers.

Within the Sector operates a TIR Department for the issuance of TIR Carnets in Bosnia and Herzegovina. All operational activities related to the issuance, return and guarantee of the TIR carnet are conducted within the TIR Department.

We give service carriers issuing T form that can be used by all companies engaged in international road transport of goods through the territory of the European Union and the territories of third countries which are not EU members but are party to the Convention on a common transit procedure NCTS.
